Half the desks sit empty on Monday and Friday, so the obvious move is to cut cleaning from five nights to three. That works for workstations and it quietly fails for restrooms, kitchens, entrances and entry glass. Those areas respond to who is in the building on the days they are in it, not to an average spread across a week. The reason is worth understanding before anyone touches a schedule, because it decides which cuts are safe and which ones come back as a complaint.
What actually drives cleaning load in an office
Three separate things create the work, and only one of them is headcount. Sorting a scope by which driver applies to which area is what makes a reduced schedule hold up.
People. Desk surfaces, personal trash, vacuum soil in the workstation lanes and dish clutter all track the number of bodies at work. Fewer people genuinely means less of this, and it is the part of a contract that can be cut without anyone noticing.
The outdoors. Grit, salt, water and road film come in through the doors. The volume tracks the weather and the number of door openings, and door openings include deliveries, couriers, clients and building trades, none of whom appear on your occupancy report.
Time. Dust settles, floor finish dulls, glass films over and carpet fiber packs down on a schedule of its own. An office with nobody in it accumulates dust on vents, ledges and monitor tops at close to the rate it always did.
Which areas scale down with headcount, and which do not
Before touching a schedule, split the floor plan by driver. The right column is the reason, and the reason is what decides whether a cut is safe.

Why do restrooms need the same frequency with half the staff?
Because a restroom is cleaned by fixture, not by visitor. The same bowls, urinals, sinks, mirrors, dispensers and square feet of floor exist whether a handful of people used the room that day or a full floor of them, and the time it takes to clean them properly barely moves either way.
What does change is consumables. Paper, soap and liners run out more slowly, so restocking trips can stretch. That is a real saving, and it is close to the only one this room has to offer. Cutting the cleaning itself buys back very little labor while putting the complaint that travels straight to an owner back on the table.
A quieter building adds a second problem that has nothing to do with soil. Fixtures sitting unused for days are not staying clean, they are drying out. Floor drains and rarely flushed traps lose their water seal, which opens a path for sewer gas into the room, and water standing in the branch lines behind a dormant wing raises its own questions. Hybrid concentrates the load into the rooms people came in for
This is the part that catches offices out. When focused work can happen at home, the reason to drive in is to be in a room with other people. The in-office day skews toward meetings, shared lunches and hallway conversation, so the shared rooms carry more traffic per person than they did when everyone sat at a desk five days a week.
The kitchen shows the same effect. A person working from home eats at home. A person who came in eats at the office, often with other people and often at the same hour. Half the staff can produce close to the old lunch load, in the same room, at the same sink, inside a narrower window.
Hoteling and hot-desking add one more twist. When desks are assigned, a surface is touched by one person all week. When desks are shared, the same keyboard, phone and monitor arm pass between people who never overlap, which is an argument for holding shared workstations on a consistent wipe schedule even as the fixed desks come off it. Cut frequency in the rooms people left, not in the rooms they came back for.
Winter salt does not care how many people are in
Through a Western New York winter, the floors are not being dirtied by your staff. They are being dirtied by what is on the parking lot. Snowmelt, road salt and the grit riding in with it arrive through every door, and chloride residue keeps working after it dries, because it is hygroscopic: it pulls moisture back out of the air and leaves a white bloom on hard floors and a crust in carpet fiber. Dry salt crystals are abrasive as well, so underfoot they grind finish off hard floors and cut carpet fiber.
The scheduling consequence is that this work runs on a weather trigger, not an occupancy trigger. A heavy snow on a Tuesday puts the same load through the lobby whether the building is full or a third full, and no occupancy report predicts it. The same logic keeps periodic work on its interval through a light-occupancy winter. Hot water carpet extraction and the scrub and recoat cycle on hard floors exist to get chloride and grit out before they do permanent damage, and neither one cares how many people are at their desks.
How do you re-cut an office cleaning scope by area?
Zone the floor plan, assign a frequency to each zone, and align the visits to your real in-office days. That is the method, and it works because it separates the two decisions a blunt frequency cut mashes together: how often a crew comes, and what they do once they are there.
Start by finding out what your occupancy pattern actually is rather than what people believe it is. Badge data, parking counts or a two-week tally taken at the same hour each day will settle it, and the answer varies enough between offices that guessing is not worth the trouble.
Then mark the zones on a floor plan. A fixed core that gets done on every visit regardless of who was in: restrooms, kitchen, entrances, entry glass, high-touch points and the main traffic lanes. A variable zone that follows headcount: workstation areas, desk-side trash, private offices that sit empty for days at a time. And a periodic list that runs on dates rather than on demand: overhead dusting, floor cycles, carpet, upholstery.

Worth saying plainly, this is a redistribution more than a reduction. Hours come out of the workstation areas and some of them go back into the shared rooms, the entrances and the periodic list. The building ends up cleaner in the places people judge it, and the cost moves less than a straight frequency cut suggests.
